As was widely anticipated, the application of London’s Low Emission Zone standards to minibuses has been put back. It was originally due to start next week, but will now be implemented on 3 January 2012. From that date minibuses entering the LEZ must meet Euro 3 standards for particulate matter or pay a daily charge of £100. At the same time the standard for full-size coaches changes from the current Euro 3, to the tighter Euro 4 limit. Full-size coaches registered after 1 October 2001 are currently assumed by Transport for London to be LEZ compliant. Under the 2012 changes it will be assumed that coaches registered after 1 October 2006 meet the Euro 4 particulate limit.

The move to January 2012 gives operators an 15 months to take their planned course of action to ensure they meet the new standards. TfL is working with operators and owners to make sure their vehicles meet the emission standards rather than pay the daily charge.

VOSA STATEMENT ON NEW LIGHT VEHICLE SPEED LIMITER REQUIREMENTS

The new speed limiter regulations for passenger vehicles over 8 seats but not over 7500 kg design Gross vehicle weight, and goods vehicles over 3500 kg but not over 7500 kg design Gross Vehicle Weight are applied as follows depending on vehicle age:

1) Vehicles first used prior to 1 October 2001 - No requirement
2) Vehicles first used on or after 1 October 2001 up to 31 December 2004 - For British domestic use only these will require a speed limiter set such that the vehicle speed cannot exceed 100 kph (62.14 mph)(passenger vehicles) or 90 kph (56 mph) (goods vehicles) to be fitted by 1 January 2007 if they have a Euro 3 engine with emissions approval under directive 88/77/EC. If they are used for international traffic and have such engines then speed limiters were required from 1 January 2006. All Euro 2 engined vehicles are not subject to the requirements. In addition the following vehicle types are also known NOT to need a speed limiter as they do not have engines approved under the relevant directive:

• Any petrol engine or petrol engine converted to run on LPG

• Citroen Relay 2.0 litre and 2.2 litre HDi engines

• Fiat Ducato with 2.0 engines (engine code RHV)

• Ford Transit (all)

• Iveco Cargo- all except those with engine type code F4AExxx
• Iveco Daily- all except those with engine type codes F1AExxx, F1CExxx,8140.43B(any PIC code), 8140.43N(any PIC code) or 8140.43S with PIC code G.(PIC code is 3rd character on ID plate on bonnet shut panel)

• LDV (all)

• Mitsubishi Canter with letter R as 12th VIN character

• Nissan Interstar(all except engine codes ZD3-A202, G9U-A754,S9W-A702 & G9U-A724).Nissan Primastar (all).

• Peugeot Boxer 2.0 litre and 2.2 litre HDi engines

• Renault Master (all except engine codes ZD3-A202, G9U-A754,S9W-A702 & G9U-A724). Renault Trafic (all)

• Vauxhall/ Opel Movano with E,F,G,J,K,L,M,N,P,T or W as 7th VIN character

• Vauxhall/ Opel Vivaro (all)

• Volkswagen (all except 2.5lt/2.8lt 109bhp/158bhp engine codes AVR & AUH respectively.)

It may be that other makes are not subject to the requirement as well.
Contact your dealer if you don't know the Euro standard of your vehicle or if the vehicle makes aren't on the list.

3) Vehicles first used on or after 1 January 2005: For British domestic use only these will require a speed limiter set such that the vehicle speed cannot exceed 100 kph (62.14mph) (passenger vehicles) or 90kph (56 mph) (goods vehicles) by 1 January 2008. If used internationally then speed limiters set to this speed were required from 1 January 2005. The exemption list of engine types above does not apply to these newer vehicles.

General notes:
A) The speed limiter regulations apply whether or not vehicles are used privately, for hire and reward or under Section 19 minibus operator licence exemption permits.
B) In line with all British Construction and Use regulations, the Date of First Use is normally the Date of Registration. However if the date of manufacture is more than six months prior to the date of registration or if the vehicle is used abroad or for off-road or military use prior to British registration then the manufacture date becomes the Date of First Use.
C) Passenger or goods vehicles 7500 kg GVW and under become subject to the motorway third lane ban when they are legally required to be fitted with a speed limiter. Until and unless a speed limiter is required to be fitted to them then the third lane may still be used. All vehicles over 7500 kg GVW are already subject to the third lane ban.
D) The national speed limits also still apply to subject vehicles even though the limited speed may be different.
